The writer in Hebrews is not suggesting that God is a cruel God and scourges His children just to teach them a lesson. If we read it as it is without looking into the details and meaning of this verse, we can jump into many conclusions.
This is a quotation from Proverbs 3:12. It is used as an example to highlight the seriousness of God's desire to see His children to excel according to their full potential.
God is not a child abuser nor does He put sickness on His children to teach them a lesson. God does not need to borrow from satan and attempt to do evil things towards His own beloved.
God has more than enough resources to bring correction according to His righteousness and according to His image.
The Lord loves us and He takes our circumstances and uses it to bring something good out of us.
God wants to see all of His children blossom and bring out the best that He has put in each one of us.
God wants all of our talents to be used and produce praises unto our God. Giving God all the glory to His Name. God punished Himself on the cross so that we His children can be delivered from satan's hold.
Therefore, all the correction that God brings to us is not for condemnation but to be lifted to walk in the power of His resurrection.
Today God brings corrections through His word and through His Spirit who reveals our true nature in Christ.
Let us not take things for granted but be purposeful with our life in the light of God and His kingdom.
